Malaria Control Program Models in North Maluku Province, Indonesia

MALARIA CONTROL PROGRAM MODELS IN NORTH MALUKU PROVINCE, INDONESIA
This paper shows the malaria endemicity in North Maluku Province, Indonesia since 2010. Data shows that the malaria cases was decreased from 9, 9 per 1000 population to be 2,8 per 1000 population in the end of 2015.

There are four strategies that the country adopted to control malaria, i.e. synergy, effective and efficient, measurable and sustainable. The country malaria program use two approaches to control malaria, namely (1). institutional approach, called Malaria Center and (2) community empowerment with Participatory Learning and Action (PLA) Method. The Malaria Center is a coordinative institution that gather the cross sector and private sector to control malaria together and lead by governor at province level and lead by head of district/mayor at district/city level. The PLA method started in South Halmahera District on 2008. The facilitators are villagers from the locality, selected by the village leader and were trained for four days. Afterwards they were sent back to their village for immersion and socialization. The facilitator produced a Community Action Plan (CAP) that shows their plan in managing the environment.

With that advance approach in malaria control, this paper shows that there were no malaria outbreak and decrease in malaria cases in South Halmahera is seen. Based on that experience, the PLA method were replicated to another districts in 2011. At the end of 2015, there are 841 malaria village facilitators from 370 villages. There is a Jamboree of village malaria facilitators conducted every two years to maintain the sustainability of malaria village facilitators.
